Surely this man is a New Age Traveller?
Councils don't provide the sort of set-up that Oily is asking for although they are supposed to. The sites provided are usually in some of the worst locations that could be imagined.
In East Anglia we have a large community of Travellers. They used to be the itinerant workers for the Farmers locally
