While watch an R. Mears vid he made some cordage from the inner bark of a willow. This was during the summer. Is this process possible during the winter months ? Also I am pretty certain that the Willow species here in the states are different, does any body know if our species will be good for this or could some one suggest a better tree ?

Use spruce roots, or nettles, but I think you can get cord from any willow.

Sweet chestnut inner bark's good for cordage. That's what I was taught with on a Woodlore course in Sussex. Makes excellent tinder too, when dried.
